Ahmad Al-Saqar, 28, who is originally from Jordan has been detained in Jordan. He was at the centre of an international manhunt after Ms Carney's body was found.
Gardai were informed by their Jordanian counterparts on Monday that he had been detained. There is currently no extradition between Ireland and Jordan.
Mr Al-Saqar had sought asylum in Ireland in June 2024 and was appealing a refusal of that application.
Gardai believe Mr Al Saqar boarded a 3am bus to Dublin last Tuesday morning before flying to Turkey. He had left Ireland before Gardai could notify ports and airports.
Ms Carney who was originally from New York was discovered by her 13 year-old daughter and had sustained serious injuries.
Justice Minister Jim O’Callaghan said on RTE earlier today before the news broke of the arrest: “No matter where you are, the gardai will seek to pursue you.”
"If he's in a country where we don't have an extradition agreement, it may be difficult to get him.
"But that situation happened in the United Arab Emirates, and we secured an agreement with the United Arab Emirates, and we returned a person here who has been convicted of a very serious offence of organised criminal activity, and another person is incarcerated in the United States.
"I know from speaking to the [Garda] Commissioner that the gardaí have great connections with other police forces around the world. And I know that they will be pursuing every line of inquiry to ensure that a person, if that person is charged with an offence, can be brought to justice here."
