Judicial council: 87 judges faced complaints in 2025

Judicial complaints drop

The figures are contained in the 2025 Report of the Judicial Conduct Committee, published on Monday, which recorded 226 complaints in total against members of the judiciary.

That represents a 17% fall on the 273 complaints received in 2024, while the number of judges complained about dropped 21%, down from 111 the previous year.

The report noted that a small number of individuals accounted for a large share of the total: one person made 16 separate complaints, another lodged 13 and a third made 11.

What the Judicial Council report found

Of the 226 complaints, only one was determined to be admissible. The committee established a panel of inquiry to examine it, and the report states that the investigation “was ongoing at the end of the year”.

A separate panel of inquiry, set up in 2024 to look into a 2023 complaint, was discontinued in 2025.

The Judicial Council was established to uphold standards of conduct across the Irish judiciary, and its annual reporting offers a rare public window on how complaints against judges are handled.
