Has a miracle occurred? Has the chair kindly been left there for a person who may need it? Maybe there is a Lou and Andy from Little Britain fan in the area. Is it even legal to park a wheelchair in a disabled parking space?
The most likely answer is that someone left their wheelchair behind after getting into their car so we sincerely hope that the owner and the chair are reunited, before it gets clamped.
