We don't claim to be lifeboat experts, but we’re pretty sure this isn’t how you launch a lifeboat…
Unfortunately, there isn’t much information floating around about the lifeboat in question, but we have a feeling that the passengers in the lifeboat must have been feeling a tad seasick following this test launch. It's just a hunch... What we can see is that the larger boat is flying a Chinese flag so we can only assume that this incident occurred in that neck of the woods.
