The Solidarity-People Before Profit bill includes a ban on renovating a property as grounds for ending a lease.
The bill has now been passed by 46 votes to 39, with Fianna Fáíl abstaining.
The proposed legislation now goes to committee stage.
Before the vote took place, there was a call for TDs who were also landlords to abstain from the vote.
TD Paul Murphy claimed that one in four TDs in the Dáil also act as landlords.
Mick Barry, Solidarity and Socialist Party TD for Cork North-Central took to Twitter following the vote:
The 45-39 Dáil second stage vote on Solidaritys #AntiEviction Bill 2018 today is a significant development. The emerging housing protest movement should now demand that there be no stalling and that this Bill be progressed quickly through 3rd stage.
