These are also similar to a symbol to a tweet sent out in December 2018 by Warner Bros. Montreal assistant producer Valerie Vezina, who kicked off her mysterious tweet with a helpful [Redacted]:

And as if that wasn't enough, Batman comic book writer Scott Snyder also weighed in, giving the biggest and most obvious hint of all, before the tweet was deleted (image via IGN):
Snyder is best known for his run of comics under the Court Of Owls arc, which is where Batman fans were first introduced to the shadowy organisation that actually secretly runs all of Gotham and proved to be the Dark Knight's biggest challenge in decades.
So... it does look like there is a new Arkham game on the way, based on the hugely popular Court Of Owls storyline, and that it has been in the works for quite some time and we're finally getting some major hints about it.
There is a PlayStation State Of Play event set to take place on Tuesday 24 September, so there is a very good chance we'll have more solid details before too long.
