Transport Minister Paschal Donohoe has to put six proposals up for public consultation, and that specific Luas extension is the "most likely" option to go ahead.
The other favoured option is a combination of the Cabra Luas line and a Dart extension from Clongriffin to the airport.
The North Dublin Transport Study will be finished at the end of March and Minister Donohoe will reveal his office's official opinion then.
